Right inside the entrance to each base is a mailbox, check there and it'll tell you what you need to know.

Go to your the mailbox at the front gates (it should have a blue 2 above it) and scroll to the side and you should get to the "character import" page just press y and you should be fine. Also if you scroll once more you'll get to player loyalty reward press y and boom there you go.
