I noticed that it is in both the Plant and Zombie books, so it is probably not faction specific.
Both starter quest givers also have the ! over their heads, meaning that they may be involved... Or it is a side effect of the two completed story quests being removed from the quest log.

Or maybe you just need to do all the quests from them again
We have new activity in the Town Hall, the gnomes are working on the portal. It most likely teasers for our next DLC.
