I noticed that it is in both the Plant and Zombie books, so it is probably not faction specific.
Both starter quest givers also have the ! over their heads, meaning that they may be involved... Or it is a side effect of the two completed story quests being removed from the quest log.

Go to chomper pizza delivery an activate it with 5 stars an do the tasks an u will get the delivery badge
