If we take a step back, isn't the real problem here that the devs have created a "benefit" that some players don't want?
Rather than allow people to kick them off, why don't people want the co star in the first place? Maybe that should be understood and fixed instead.
People like to go solo and don't want to draw more attention/get their kills stolen. While the game is more team-orientated, it still might be annoying for some players. Maybe compensation in form of xp for hosting and supporting the wizard should be in place.

There’s tons of bonus xp awarded now exclusively with the Stars Alignment bonuses (assist and shared vanquishes).
For what it’s worth: I’m a solo player (always have been) and love being co star and love someone riding with me even more. Really. I don’t care about their skill level because even noobs allow you to see through a wall so long as you’re both looking the same direction.
I know some people will dislike having a rider or being co-star but it’s counterproductive to me (not wanting a rider).

As @spIash_damage points out, you get a ton of XP as both the co-star and the host. The only real downsides to having a co-star are the fact that your legendary hats don't activate, you may be unable to use cover as well as the co-star sticks up above you, and people trying to knock the Wizard off may hit you instead.
