I've seen cactus players leaving Wall Nuts blocking the portal non stop.

When I've seen it, it is the pirate sitting on his cannon.- I haven't encountered this too often; I think what I've seen more often than the teleporter being blocked are players standing at the teleporter site waiting for someone to build it and the doorway to appear for them to use.
I can see waiting initially for a bit but if that doorway doesn't appear you need to get moving on the objective instead of just standing around not participating because you don't want to have to run the distance on foot.
