The packs should give you all of the cosmetics even the legendary pieces before it starts giving you nothing but consumables. The first game did this so idk why they have to be so stingy with the legendary pieces when they already take long enough to get. i've clocked in at least 300+ hours (longer than the first game) and i'm still missing 3 legendary characters.

So i'm now at the point to where zombie packs are only giving me consumables. Only missing the legendary hats for the scientist and all-star while the rest are IT stuff that i don't care about. But i finally go a piece for the disco chomper. Only took 3034 ranks to get it. now i'm only missing 1 more piece for all of the legendary characters aside from iron citron which i got extremely early.

@superxmario128 what pack did you get that piece from?I got it from the fertilizer fun pack. I tend to only buy the 35K packs since i want to believe they give a better chance at giving legendary pieces than the 15K pack. All of the legendary pieces i've gotten were from the 35K packs.
I'm starting to wonder if the drop rates are bugged past a certain rank because i often see very low ranks with most of the legendary characters. seen a rank 14 using toxic brainz today

Sorry but according to everybody else, you don't deserve to play as the disco chomper because you aren't lucky enough.

Guess I got lucky in some way, I have one piece of each legendary character aside from Iron Citron and 3 legendary hats (Soldier, All Star and Chomper). Level 1100 with 10 million spent. Would be nice to actually have a finished legendary but what can you do heh.

Ayup!! I'm only opening 35k plant packs now as I wasn't getting any more items from the 15k packs and want all the plant pieces first. It really sucks when you know there are about 40 pieces you still need and are getting ONLY consumables and retry stickers from these things!!
Sorry, but bamboo shooters and doom shrooms should not be counted as Super Rare. I mean in a typical game those things get taken out within seconds of spawning them. Half the time before they've even had a chance to assist the team. So making them ultra rare is pointless!!

I am tired of hearing people complaining about increasing legendary chances. If the legendary chances decreased during the most recent update than its your fault for not playing earlier. I am hearing people spending 50 million coins a week ago and I barley made 45 million coins and are maxed out rank. This dose not add up. Either you people are lieing about having so many coins and not getting legendary with your "millions of coins" or you actually bought or grinded coins and just have bad luck. You guys are only complaining because you do not have them but its a good thing because it encourages you to keep playing unlike me where I only need those stupid infinity items to complete the sticker book.

Not that I can really talk since I just got the game, but of course people are only complaining because they don't have them. Just like you're not complaining because you have them. Darn, you need those stupid Infinity characters, that you have a concrete matter of fact method to unlock. Every other sticker in the game works in a manner that they give it to you before giving consumables.
The characters you desire are not stuck behind a paywall with a random number.
And to the person who gave the CS example - that's not a good example. CS:GO unlocks work nothing like Garden Warfare ones. And as I stated above, the Legendary stickers are the only ones that work in this way. And by that I mean that they for whatever reason aren't part of the 'guaranteed customization' slots of sticker packs.The 'earned it' example isn't good either. I would assume most people commenting mean the 'deserved' definition of earned as opposed to the 'obtained' definition, as the 'obtained' part is rather implied by most comments.
Take Halo's Req Packs for example. There are different Raritys of Reqs, and the packs work almost exactly the same as the PVZ ones. The exception is that the Equipment slots are guaranteed to give everything from that pack until they stop. While some people may unlock higher ranked stuff first, there is a maximum amount you can spend to have everything.The only caveat I'm willing to concede is that at least none of the packs are lying. None of them guarantee you'll get Legendaries. They should at least have some sort of function in place to increase your chances to earn a Legendary for every pack bought or something. A lot more games seem to do that now.
But in the above regard, yes, no one 'deserves' it. But it's a really greedy move to make when they have characters that are never guaranteed to unlock AND the opportunity to spend real world currency.
You can not fault people for wanting something that they've had to put way more work into that you and still have nothing to show for it. (Yes some things are easier for some people but we have quantifiable currency that shows more had to be done.)
But as I stated this is all coming from someone who hasn't played much. I tend to be pretty completionist when I play games and I'm guessing most of the people complaining are too. It just seems weird to have just a few things that are luck based from the pack when all other stickers are guaranteed after a maximum money input.
