I like to think Zomboss is one of many powerful zombie leaders, but is the overall leader for the ones trying to take over coastal America. Consider the fact that Baron von Brains is Romanian or European and may simply be helping a friend out, or the fact that there are Chinese browncoats in pvz 1's mobile apps.
