Is it obvious hacking if someone has an impossible top score in the leaderboard?

Can anything be done about that player? Currently a user named AnarchyVII has a top time of 3:50 something seconds in the shooting range. We all know that it's a challenge enough to get it done with...

The issue is there's no real way to know it's a hack. Sure it seems unreasonable to you or me, but some people are really crazy with stuff like that.
