Is the fps in game normally 30fps or 60fps?
I normally play this game on 30fps. It sometimes drop and I don't know what is the normal fps that other people are playing at.

60fps. 30fps isn't safe territory for PC. It works on most console games when there's a steady lock. I'm comfortable if I can be around 45-50fps, but I'll take 60fps too.
