Rose is still extremely powerful. If you think you needed her OP state to succeed you should really work on your strategies.
- Are you familiar with how her homing works? If your reticle isn't red while aiming at an opponent then your shot will not follow them. Mid range is best for her. Farther than that and she will not have a homing shot. If you can't get the reticle to turn red at all than try restarting the game, that's been known to happen.
The Rose right now is just about right in terms of her power and hp. The base Rose is a beast. When used properly, she is a killer!
When playing Turf Takeover, any of the Herbal assault mode, and when no one wants to play as Rose, I pick her and she can be a Monster.
Keep your distance from opponents, save your time snare and goatify and use them only when pesky scientist and all star comes too close. I have my highest kill streak with her at 43 and she has my second highest kills at about 65.
Level up and Max all her upgrades and practice using her, she can be super deadly.
I've had trouble playing her since the nerf as well. She always dies in two hits.

Rose is in a state in which both sides could be argued for or against.
There's no way you can express your opinion on her without offending someone.
...That being said, I'm going to do just that.
Rose's homing thistles have a limited range they can lock onto enemies from, making her best as a medium-long range character.
From that perfect distance, all Rose has to do is hold down the fire button and try not to lose sight of her target. Unless they flee and seek shelter, there's no way they can avoid the barrage.
Rose's weakness (if you can even call it that) is close ranged combat. While her thistles can't lock on very well from close range, they do have a small splash radius, so she can still land some hits.
But even when Zombies do get up close to put some pressure on Rose, she can just use one of her abilities and completely turn the fight in her favor.
Time Snare keeps the enemy almost motionless for a solid three seconds. All they're capable of doing is firing their weapon and moving a little bit.
Time Snare has a very large radius, making it super easy to hit enemies with up close. It also disables aiming, so Pirates and Superheroes can't use the ranged part of their weapon.
Arcane Enigma makes Rose invulnerable for its duration. It has a close ranged attack that deals a bit of damage, but uses some of its energy.
It has so many practical uses. You can escape the heat of battle, finish off a weakened target, stall your opponents because it drains extremely slowly when not moving and wait for your other abilities to recharge...
Sick and tired of Time Snare not stopping Superheroes and Scientists from annihilating you at close range? Goatify works. You have to be more accurate to hit them with it, but the effect is much more powerful than Time Snare.
Transforming the enemy into a Goat basically means you've won that fight, as there's nothing they can do to you for a full seven seconds.
Sure, they can try to ram you, but it's a very slow attack, leaving them open to attack for a while.
Given your target tries to run, you can turn your attention back to the objective, or continue focusing down that Goat, given your objective is vanquishes.
That said, Rose does have counters.
Engineers that have splash are a decent counter, they just don't have as much range as Rose does.
Pirates outclass Rose at range, they simply need to be accurate with their shots to take Rose out.
Virtually any Imp can take out Rose when they have their Z-Mech, but nobody can stand up to a Z-Mech one-on-one besides Citron and a Peashooter using Gatling. However, beware of a Nec'Rose. Her jinx effect severely cripples Z-Mechs.
However, no one character counters Rose harder than... Captain Cannon.
Captain Cannon's Extend-o-Cannon fires a very fast projectile that can be detonated mid-air. It doesn't matter how much Rose tries to strafe and jump, with good timing, you're guaranteed to land a solid hit.
While he cannot vanquish Rose with three explosions anymore, he can still do it in four. The user just needs to be super accurate and know the speed of the projectile.
I could argue that he's one of the best characters in the game right now, but that's for another time.
Summing up, Rose is (in my opinion) an easy character to play. She's forgiving for new players, and devastating in the hands of a more talented player. She's a brutal opponent for Zombies who have to rely purely on accuracy, such as Soldier and All-Star, because of her small hitbox, higher jump, and very good air control.
So, is she underpowered? No. Far from it.
Same as a lot of chars...they suck until you level them up...for Rose once you get homing upgrade she's awesome.
The normal rose is easily the most overpowered character in the entire game once you get the upgrades, and the others aren't far from it. If you're on Moon Base Z with the normal Rose, you have the good upgrades and you're good then you can drop 100 vanquishes pretty much every single game and only die a few times (unless you're getting targeted). I can't think of any other character that can do this. And Pop Cap says it's a support character. Haha...
