In the Solar Flare deck I used I originally had two Laser Beans but after some play testing I went to one Laser Bean and one Grapes of Wrath and then that became two Grapes of Wrath.
It was my experience that Grapes of Wrath was a better option.
It is just much easier to play the wrath
