I have had a similar issue once, the plants ( i was in graveyard ops) were stuck in a certain part of the ground in the Chinese section of Time Park. I planted a bamboo shoot/uplink bot and he miraculously managed to reach them. I also encountered the same problem in Garden ops and after a few shots to the ground, the wave continued,
