It's not just that it's tied to the FPS, it's just really wonky overall.
I keep mouse sensitivity to 0.1 and moving half of my mousepad turns 180 degrees in the game, so moving the entire mousepad does a 360.
But if I do a warp back home; suddenly mouse speed is halved and moving across half the mousepad only does a 90 degree turn, and the entire mousepad is a 180 turn.
Changing the mouse speed to 0.2 and rotating around for a bit, then switching it back to 0.1 fixes it until I warp back home, or load a map, or anything else that teleports me.
Disabling VSync or limiting the FPS does not fix it.
DX11 and DX12 behaves the same.
I'm also a bit bugged that 0.1 is almost a bit too slow for me and 0.2 being way too fast for me.

I just noticed that if you put mouse acceleration to 1.0 in the game (I want that at 0.0 though) and move the mouse around A LOT, like use your entire mousepad; then the mouse speed corrects itself after a bit.
It's easier than going into the options menu, changing the mouse speed, go back in game and rotate around, then jump back into options and set the correct mouse speed again.A nasty workaround until this gets fixed.
