Mouse sensitivity tied to frame rate (PC)

As title, mouse sensitivity gets lower when frame rate gets lower and gets higher when frame rate gets higher.

I just tried this my self and everything was working fine for me. @CountTrapula 

Can you upload a dxdiag so we can see what drivers and hardware you have.
