I don't think the character is very weak at all; the Frontline variants, with the possible exception of Commando Corn, seem structured around certain niches or to require a higher skill investment.
The ScallyWag Imp seems designed for close combat, Captain Squawk seems to have been pushed further into the general Pirate role of long range sniper in addition to requiring more skill and patience. Nec'Rose seems to be oriented towards a Support role with her ability to Jinx opponents.
For Nec'Rose in particular for a character who is being called "weak" I have done particularly well with her and have seen others get high vanquish and vanquish streak numbers on the Boasting pedestals at the end of each game session.
For characters intended for a certain role or niche in combat it can take awhile to figure out how to play them "appropriately" and well enough to have a good time with them instead of feeling like you're in a frustrating grind to level them up.
