Thanks for the DxDiag.
Can you try these steps?
1. Disable the Origin in-game Overlay in the Origin Launcher
2. Clear Origin Cache: https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
3. Run Origin and Battle for Neighborville as Administrator
4. Uninstall/Reinstall Origin: https://help.ea.com/en-us/help/origin/origin/manually-uninstalling-origin/
5. Clean Boot: https://help.ea.com/en-us/help/faq/how-to-clean-boot-your-pc/

@iluminatethesky these steps don't work
Try repairing the Picnic File in the EasyAntiCheat Folder.
Go to where you have Battle for Neighborville installed, open the EasyAntiCheat Folder, and open the Setup.exe file.
Select "Picnic", and click Repair.
Then run Origin and Battle for Neighborville as Administrator, and launch the game.
