I meet a really good ice pea recently. Was mostly playing imp during that time, the now more notifiable slow effect is something, but I mostly died to pea gatling and some nicely played sombrero bean bomb instead.
The Freeze effect is a death sentence in a Z-mech too with all the firepower focused at you.
Outside of that,I didn't played that variant much in GW2,I'll think about giving it a try and post moar of my thought here.

I've always found him rather underwhelming. Sure the slow is ok, but because it lacks a DoT the damage seems rather lackluster in comparison to toxic or fire variants; which kill significantly faster. Once I have him at master I'll know more depending on what the upgrades are, but for now there's just better choices to use.
I started working on the ranks on this one recently, it seems he fires a little bit faster than on GW1. That was the main reason I did not like him all that much was because of a slower rate of fire but now it seems a little better. I will be unlocking all of his upgrades to see what is there maybe increase a few things, time will tell.
I have always liked the Ice Pea in both games but sometimes it seems he could use a tad more ammo.

Ice pea just as any ice effect plant character save maybe the chomper are jokes in comparison to zombie ice characters. Play the ice pea or ice cactus and then play ice engineer or soldier and see the diff. the zombies freeze 10x faster. It is quite obvious that the devs WANTED imbalance to the side of zombies because there is no way they could screw up on every facet like they have.
Right now, any Pea character is at a disadvantage with the way that damage isn't registering on-hit.
