When I load in to the hub, I am constantly looking downwards. Moving my mouse up does nothing except struggle to look up. When I invert the controls, I only look up and can't look down. I changed my mouse, as well as my computer mouse settings. Nothing has worked so far. This bug/glitch has prohibited me from playing the game at all, which is really bumming me out.

That's odd, sorry to hear about this.
Have you tried changing your Keybindings for your "Look Up / Look Down" features?
Also, do you have the Origin in-game Overlay disabled in the Origin Launcher? If you're using Discord at all, I would recommend disabling that Overlay as well in your Discord Settings.
