I've found it to be a mixed bag (NA East PC). Last night for example I ran a few Ops and they ranged from 2 people to 4 as they left or joined the matches, but that was early-mid evening central US time so it tends to have more people on at that time.

Europe server is good to go from 9am-5pm ast and after that if it ain't the weekly mode or turf cross your fingers to see anyone on na east/na west. SOMETIMES YOU CAN GET team vanquish GAMES GOING AT AROUND 8PM-11PM.
This game is more dead then gw2 and gw1 is right now which is sad but you can thank horrible team balancing for that.
@rulsis Changing regions is probably your best bet if you can't find lobbies of a game, you could also do Ops, PvE or wait for people to join you in a lobby! 🙂
Sorry if that is not much help, but console seems to be busier, however there are players on this forum who do play on PC! They should be able to answer most of your queries! 😃
Cross-play would greatly benefit players on PC especially if it gets added in the future, currently there is no word regarding this though! 😞

Ran Ops again from about 6 PM to close to 8 PM on PC NA East. Had a few people shuffle in and out but had 2-4 people at all times. Had someone leave right as we got an elite Torchwood which I find both annoying and silly. Elite Torchwood is pretty easy and someone joined in late when he was almost down anyway so no reason to bail!
