Community AdminGuys, try to enable Threaded Optimization in the nvidia control panel (Go to Manage 3D Settings > Program settings > Select PvZ > It should be at the bottom) .
After i enabled it nearly all of my stutters went away, my cpu usage its still at 100% tho.
Playing in full screen (not borderless windowed) without vsync helped too and now the stutters are nearly 100% gone.
Be sure to lock the framerate to 60 or your gpu will melt.
Also disabling FullScreen optimization helped too, maybe. Go to the game folder location > Right click on both icons and in the compatibility tab check disable FullScreen Optimization
Let me know if it worked.
EDIT: Actually enabling vsync makes the game a bit smoother but impacts latency A LOT
