Update: It appears that my characters levels and ranks reset to Recruit level 10 every time I start up the game. I still have access to all my upgrades as long as I don't attempt to promote said character(s), but they do nevertheless instantly ""level up"" from recruit 1 to 10 every time I gain any instance of XP after every reboot.
