The way the Phenomenal Sticker Pack appears to work, at least as I remember it since that Pack hasn't displayed for me in months, is that the character it gives you is randomly chosen from the characters which are not fully unlocked.
When it selects a character for which you have no stickers, you will get all five required stickers and unlock the character. This is the most common outcome when you are fairly new to the game and have numerous gaps in your character roster and few individual Stickers for those characters.
As you play the game and collect individual stickers and start to partially fill in your missing characters the likelihood is that the Sticker pack will randomly choose a character which you haven't unlocked but for which you have one or more of the individual Stickers. When this happens the Phenomenal Pack will fill in the missing pieces for that character and then randomly select a second character and fill out the remaining Stickers from the pack with pieces for that second character.
To clarify; say you have three pieces to the Tank Commander and your Phenomenal Pack randomly determines that's the one it will unlock for you; it will give you the two remaining Stickers so that the character will be unlocked, but that leaves three "blanks" in the Pack and since you have to have five cards in the Pack the system will pick a second character, like the Astronaut, and give you three pieces to that character which may not actually unlock it.
The more characters you have partially filled the greater the chance the Phenomenal Pack will pick one of those characters to unlock, which in turn leads to Phenomenal Packs with a mix of Stickers for two or more different characters.
So the pack should always unlock at least one character, and as you close in on completing your basic character roster, excluding legendary characters and characters associated with certain DLC content, it's possible that one Phenomenal Pack could start unlocking two or more characters for which you already have most of the pieces before you buy the Pack.
Once you have all of the characters which qualify to be inside the Phenomenal Pack it will disappear from the Sticker Shop.
I got 2 hats instead of character stickers in that pack. I'm still missing a lot! I need 1 sticker for All Star Golf dude, I only have 2 citrus oranges, 2 Super hero dudes, I still need a non legendary pea shooter, a scientist, and 1 more sunflower. See? the 2 extra stickers could've gotten me closer to unlocking more.. Maybe I should stick with the 35k sticker packs?

Here's a screenshot of my last Phenomenal pack before it gave me 3 soldier stickers...

Now bear in mind that the last time the Phenomenal Character Pack even showed up for me is probably eight months ago, maybe nine, but when I was routinely buying them they never contained a customization item- only character stickers.
if I remember correctly that Pack is supposed to guarantee a character unlock so what you're experiencing is incorrect behavior, basically a bug, in my opinion.
