I'm quite new to the game (still working through the story missions, and I've played a grand total of one multiplayer game (I won, yay!)), but all of these ideas sound reasonably balanced to me. Are berry decks a big thing in the current PvP meta?
I think a fun addition to your Imp Cannon might be to do a small tweak:
Amphibious. Start of turn: Make a 1/1 Swabbie with Amphibious in a random lane, if two or more lanes are open. If only one open non-water lane remains, make a pirate captain instead.
(The theme being that the captain sends all of the grunts out first, then only comes out when the fodder has been sent out.)
I don't think berry decks are too big of a threat. They are fun to use, and aside from the double sergeant strongberry combos, they are pretty balanced.
I just feel like Pirate decks would become more popular if there were more Pirates in the sneaky class and more pirates in other classes.
