Is Origin in Game disabled? It needs to be enabled for Coin store to work.
Right click game in Origin -> Properties
Also check, Origin -> App Settings -> Origin in Game
I'm not sure whatelse to suggest if that isn't it, a few others have reported this too.
Contact EA if nothing else. Please let us know what they say:

I have it enabled in every way, I am so damn confused to why it just simply wont work. Can't seem to contact EA without waiting an hour, don't suppose anyone has tried? Thanks for replying.

Could a program be interfering with OiG?
Have you tried reinstalling Origin? (Not the game, that doesn't need uninstalled I doubt; reinstalling Origin will not uninstall the game)

You might want to try and change the shortcut for opening Origin In Game to something simple, like num9 and see if that helps.

you seem like an expert, to me it doesnt work at all i tried everything, exept re installing origin, IM IN A TALK with an ea advisator they dont know **bleep**

Have you tried contacting EA about it?
If Origin in Game is enabled... payment method is valid (i.e. a method you've used before, like paypal or CC or whatever else there is)... and your not using a VPN to a different country or something crazy like that. I don't have any more ideas; especially if purchasing other things on origin works.
Please let us know if EA has any advice on this.
What's your region?
You should probably be able to create a help ticket about it:
- Reboot your computer
- Ensure Origin Overlay is enabled
- Start up the game
- Ensure you're still unable to access the Origin overlay
- Exit the game
- On Origin Client select 'Help'
- Select 'Origin Error Reporter'
- Describe your issue in detail (include region)
