I am having the exactly same problem, here goes some extra information.
As op said, in options is alright ( about 30 fps with built in fps counter )
on characters screem or in game it goes to 8 FPS on LOW and 5 FPS on ULTRA.
Already unchecked origin in game.
I can run BF 3 Fine.
On character screem or in game processor usage goes from 50% to 90% ( its an I-5 )
In game video options shows GRAPHICS API = Direct 3D 11 ( and I cant changes, so I don't think its not using my GPU )
Drivers updated.

I would suggest setting everything to low.
Run at a reduced Resolution (1366x768 for example)

1366x768 is the resolution I was running, and from all the things that you asked me to do the only thing that improved the frame rate ( a little, from 8 to 11 in characters screem ) was setting the resolution to the lowest possible. 1024 x768.

in game the graphics api changes from direct3D 11 to Mantle. I don't know if its a released feature or not ( since I can't change it in game ) but it greatly decreased the cpu usage. from 80 - 90% to 50 - 60% on character screem.
