This happens to me all the time on my iPhone, so here's what I do. After the "Downloading..." message disappears and the title screen just sits there, I press my iPhone's button to put the game in the bakground, then I tap the icon to open it up again and I'm in. Slightly annoying but works everytime.
This has worked 9/10 times for me. Super easy fix, no need to restart the app.
