Isn't what all splash peas are supposed to do?
Fight from elevated positions to utilize splash damage where they are most effective? Its doing what it was designed to do. Is there something the plasma pea is doing besides what all splash peas are designed to do that constitutes a nerf?
Like some others I typically was not one to immediately call for buffs or nerfs when I encountered a character who seemed to be difficult to play or difficult to handle on the opposite team; I instead worked to adapt my tactics and play style to either get the most of of the character I was playing or to figure out the best character or tactic to neutralize whatever I was going up against.
Personally I've always found Plasma Pea formidable due to the DPS but not impossible to counter once I understand how the player using it has decided to play.
It's a game with asymmetrical teams so with certain 1v1 matchups one character on one side or the other can have a clear advantage or disadvantage and depending on the makeup of your team v the other team and what tactics each team employ determine the course of the battle.
In my experience a lot of players rely primarily upon the "Charge Ahead, Guns Blazing, Spam Abilities" approach to the game and many time the player with more thoughtful tactics will knock down such careless gameplay- especially if the player also has a higher level of skill and experience.

I think depends on how good is the player is. Under good player, all character he's playing, you might think the character needs a nerf. It's actually the player needs a nerf 🙂
I'm good with meele attack but suck with shooting with precision. So I try out plasma pea and just doing so so and count most of my kill based on the explosion and not really having fun with it.
Then my daughter laugh seeing I'm struggling so she take over in the middle of the game, and she kills so many zombies left and right without even using the plasma explosion but straight to hit the zombie in the head and get vanquish streak 20-25. Wauww, I really need to learn how she can be so good in precision shooting.
My daughter needs a nerf, not the plasma pea 🙂

Well, this is the main reason I don't join in these discussions, there are always experienced players who make me realize I don't know what I'm talking about.
What about the charged shots only taking one ammo, though? That just doesn't seem right.

Dude it's fine for you to give an opinion but I can give mine too... There are some technicalities that some people don't understand, or properly respect, on third person shooters... One of those misunderstandings is the fact that MOST third person shooters, but perhaps not all, operate like this:
If you position your character completely stationary in a game like Gears of War 2 or 3, there is always going to (physically) be more space on the right hand side of your character (and actual TV) than there is on the left, and when you aim in Gears, you can see people on the right more easily due to a simple third person shooter technicality. That means that if someone creates a choke-point in a specific area of the mapping utilizing these good angles and technicalities, it is going to be very hard to oppose that person from the front side if you are trying to go through wide open space. So there is always going to be certain head to head encounters that you can't properly challenge...
The Chomper can win 1v1's against practically anybody, but it's not the same thing with (for example) a fully maxed out Alien Flower in a close range battle against certain maxed out characters like Chemist, etc. That's not that the Chemist needs nerfed, it's just that the Alien Flower simply is not designed to fight that character up close and win, so you just don't fight in that area. Same reason why expert wrestlers in the UFC/MMA do not fight expert boxers on the feet (striking), and vice versa. Same reason why Floyd Mayweather has a huge advantage fighting Connor McGregor (UFC guy) in a strict boxing match... Alot of the principals that apply in physical sports directly apply to competitive video games (at a high level) and especially in team based games.
