You have to watch the events calendar for when boss hunt occurs. That's when the turret packs are available. I usually spend 300-500K on them, which lasts until the next boss hunt.

only problem: not every item is included
Yeah, it's not perfect. Sometimes you want those low value pots, plus you don't get spawnables from the turret packs. It's a big pain buying the minion packs, but I'm afraid it's not something that's going to change at this point.
