The characters that you mention do have advantages but they can all be handled by taking the proper approach.
I've squared off against all of these character types and in most cases the vanquish score is pretty even which would indicate to me that there was equivalency in our skills levels and the tactics which were being employed.
All things being equal there are certainly characters which are not ideal for taking on certain other characters and there are tactics which shouldn't be employed in certain cases but having difficulties because the other Player is better than you doesn't mean that the variant giving you problems needs to be Nerfed; neither does trying to take on particular character with another character who might not be suitable, or deciding that charging face first into oncoming fire is always the best tactic.
You might have trouble vanquishing Pea Shooters with a Scientist or All Star but I, and many others, don't have that same problem. The same can be said for your other examples.
Players will complain one way or another but there is always someone who is better than you are or who can handle a particular character in the best way possible, or who is just getting lucky enough to catch you with your attention elsewhere a bunch of times- at the end of the day you cannot Buff or Nerf away advantages granted by experience, player skill level, and hours and hours of practice with just one character. Nor can such things compensate for the "Kamikaze" play style where one just charges straight at the nearest opponent or just stand there out in the open while they shoot you in the face hoping that you can vanquish them before they take you out.
Do you not see that the electro pea and captain cannon take no skill, their bullets travel fast and the denotation doubles the size of the explosion. Plus the 5 damage increase.
