Power Sunflower not Working as Intended. or like in PvZ1?

The lightning is suppose to arc to other enemies who are close? but it is not doing so. i've tried it multi times and yet no arcing ; ;

    Is Power Flower Rare or Super Rare? Never seen that one before.

    Power Flower is not a rare character.  Some people have been using it already--you'll just need to cross your fingers when opening card packs!
