In the video I start going into the changing station and reselecting the All-Star over and over because every time I do that it seems to "spawn" a new invisible hat on the ground and the pop smarts start shooting out faster and faster. At about 3 minutes I stop messing with that, then change to the scientist and then the pop smarts are gone. Then I change back to the All-Star with the hat on and they appear on the ground again.
I have found the same bug and also made a video. Pretty repetitive bug:
