No PvZ needs to run on a 64 bit OS. No work around currently exists nor has there been any mention of it coming from the devs that I'm aware of.
You need Windows 7 64bit, 32bit won't work. Depending on your license for Windows, many of them are valid for both 32 and 64 of the same edition (i.e. home, pro, enterprise, ultimate). Generally retail copies you can use either 32 or 64 but pre-installed from the computer maker you cannot, not written in stone as I'm sure there are many examples to the contrary.
Windows ISO's are freely available from Microsoft. They come with a 30 day trial before you need to license it.
Gorath is right about CPUs; Intel didn't use x84-64 until late into the Pentium4 generation. Itanium (IA64) was Intel's original 64bit CPUs which do still exist but probably sell in the order of dozens for enterprise solutions, it was a failure of an architecture in short.
I think, you could just update your OS to a 64 bit version. Would be cheaper than a new pc. BUT you really need to make sure the other hardware meets or exceeds min. system requirments first. This game not only requires a good processor but a great video card aswell. Had to drop $200.00 on a ATI R7 260X to go with my I5 processor.
