PvZ GW2: Can't start a split screen garden ops game. (Xbox one)

As the backyard host I go to the Winnebago and start a local garden ops game. I get a pop up that it is starting the game. The second player joins the game at the Winnebago and gets a pop up that they are joining the session. The session never starts. The joining player has the option to cancel with b. The hosting player does not. I have to kill the game from the dashboard and restart.

Split screen games started through the multiplayer portal work fine.
