    All cards are designed based on a certain factor. For example: Why does Wild Berry was designed as a 4/1 while Newspaper Zombie is a 1/4?

    The fact is that they serve different playstyles. Wild Berry is an aggro card, you just play it and that's it. Newspaper Zombie can reach a higher potential, but you NEED to set up the right conditions (Like damaging it with a Fireworks Zombie, a card from the same class).

    Same thing goes with those legendaries.

    Quasar Wizard is meant to be an aggresive legendary, like Barrel of Deadbeards. You get a strong 1-cost card when you play it, and the idea is that you use it to keep the early pressure on the game. I don't think it was ever meant to be a value card, like Captain Cucumber.

    Talking about it, the Captain was designed to be played with other cards like you said. Unlike the Wizard, it was meant to be a value card, giving you a potentially endless supply of cards.

    The fact that it has just one attack makes it SUPER vulnerable to attack reduction tricks (Like nibble or acid rain) or just armored zombies. That is why, like the Newspaper Zombie, you often play it with other small combo cards to use it on a higher potential than it could be ever on its own.
