Garden Warfare 2 follows the standard set in Garden Warfare 1 for a Player's rank being based on the sum total of all of the Levels of all of their unlocked characters.
This being the case each character variant can Level up only 9 times, they start at Level 1 and max out at Level 10, before needing to be Promoted to the next Level class which resets their Level back to 1 and allows them to gain more Levels. Each character variant can be Promoted 5 times in total.
Initially, from Rank 01 through 99, your Player Rank will simply be the total of your character Levels but when you reach Rank 100, which means that your characters have Leveled up 99 times, you gain a "Rank Plate" with a symbol, background design and color and your original Rank rolls over back to 00. The symbols associated with the Rank Plates repeat but the background pattern and color will change; the symbols themselves are meaningless and were actually inspired by another PopCap game called "Bejeweled 3"
With this system you can read the two numbers which make up a Player Rank, for example "29 32" together as a single number (2,932) which would represent the total "Rank" or number of times the Player has leveled up their roster of characters.
