This is always a risk of happening on pc ( and console but it happens less) .
It doesnt happen often im my experience, but report cheeters when you are certain they are cheeting.

After 200 hours I've finally seen someone cheating with one hit killing with a sunflower.
His name was something along the line of "* gw 2" and only level 3 so yeah ...
Reported him both on origin & via twitter.
I know it existed for GW1,probably still exist for GW2.
