I think the Captain has way more utility than the cactus. The cactus is fine, really. But is a much more tradional sniper. His wall and potatoes abilities are very specific abilities that are to guard a specific spot... The captains barrel is a great defensive mechanism as well as offensive mechanism. You see a chomper burrow? Pop in your barrel and he has no choice but to leave. Definitely a good counter measure. And his cannon ability is great for hit multiple targets for good damage or one target for 50. Plus his parrot drone is in every way better than the garlic drone. Parrot shoots better than garlic and eggsplosion is a much more practical version or the Corn bomb thing. It's quicker and does enough damage to kill someone without warning the targets that something here like the garlic drone does.
I definitely don't think either class is weak, in fact they are potentially both the most capable of going on vanquish streaks for their respective sides. The captain is much more versatile though. Much much more. His shotgun is 100% good enough to wipe an approaching enemy. Whereas the cactus will struggle much more trying to shoot some of the up close zombies like an imp. Plants aren't special in how they jump or anything like zombies, so it's not like they're ability to evade really hinder a captains ability to hit it's target. Not nearly as much as some zombies can move, jump, and all that good jazz.
