I would recommend checking out the System Specs here:
It looks like your CPU might be out of date for this game, but your GPU should be able to handle it.
Here are some other steps you can try though:
1. Disable the Origin in-game Overlay in the Origin Launcher and the Game Properties in your Library
2. Clear Origin Cache: https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
3. Run Origin and Battle for Neighborville as Administrator
4. Clean Boot: https://help.ea.com/en-us/help/faq/how-to-clean-boot-your-pc/
5. Close Background Apps: https://help.ea.com/en-us/help/origin/origin/programs-that-may-cause-conflicts-with-origin/

I have solved the problem.
I replaced my motherboard+CPU+memory with biosstar a58ml +amd X4 760K+ddr3 4G,
then I could enter the game properly,but sometimes it just show a blackwindow,I had to restart my PC then everything is OK.
But pcmark score of provious hardware almost equal to my new hardware , so it's strange.
