There are some other steps you can try.

1. Clean Boot: https://help.ea.com/en-us/help/faq/how-to-clean-boot-your-pc/

2. Disable the Origin in-game Overlay in the Origin Launcher

3. Repair the "Picnic" file in the EasyAntiCheat Folder: Make sure you're fully closed out of Origin, including Task Manager. Go to where you have Battle for Neighborville installed, Open the EasyAntiCheat Folder, select the Setup file, choose "Picnic" from the Drop down box, and select Repair. Run Origin as Administrator, and try launching the game again.

4. Create a new Temporary Windows User Account, and see if you have the same issue launching the game under that Account: https://support.microsoft.com/en-us/help/4026923/windows-10-create-a-local-user-or-administrator-account
