No. EA Support referred me to iWin support. Here is iWin support's response:
Unfortunately, we are unable to recover your game(s) as the original purchase was made through PopCap, which, while owned by EA, is no longer in service.
As a prior courtesy for those customers, many of them were given complimentary copies of their games through the Pogo Download Games Center, but because the Pogo Download Games Center is now being discontinued, and because EA owns the rights to these game(s), iWin no longer has access to the PopCap catalog, which is why we are unable to transfer your game(s) to the iWin website.
