I see it as well in Gnome bomb, low-rank players but a lot of toxic brains. The key is to prevent them to toxic mode then close in to rampage you. Once they're in toxic mode, it's very hard to knock them down.

If he's already in Toxic:

Chomper: Goop doesn't work, dig is hard to catch, but trap still..but has to plant much in advance since they're moving so fast. 

Rose      : Snare first then Goatify to his feet then finish him off.

Citron     : Stun, then run away in the ball form  ASAP, go to crowd, attack from distance (shield on). 

Corn       : Husk hop then husk cop while landing, make sure you hit it in his face.

Pea        : Hyper, hop like bunny and drop bomb, run away, camping far away (high places) to do pea gatling to his head. 

SunFlower: Sun beam before he is closing in.

Torchwood: Fire attack on long distance and fireblast on short distance. 

Cactus: Head shot before he is close in, put mine field surrounding you then put barricade and force him to punch you and step on mine or he's not dare to close in so you can keep shooting his head, but this is a little tricky to work, smart brains will jump high and blast you down.
