Well this system is brand new, so none of us have a complete handle on how they work now. I do have a guess.
What characters are you still missing?

Minus the legendary's i am only missing captain squawk, nec'rose, breakfast brains and toxic citron.
OK, my theory is that those characters, which were previously hard to get in the other packs, have only a percentage chance of dropping in the phenomenal character pack, otherwise you get non-character stickers. This runs counter to how the PC pack has worked in the past, with a guaranteed character. So, more of the same RNG crap as before, just in a different pack. I'd be really annoyed if this is true and I were in your boat. It will take a while before people figure out exactly how this new system works.
It could also be a bug as you suggest, but given the game's history with sticker packs and drop rates I wouldn't be too surprised if my theory is correct.
That's a really good point that I didn't think of, thanks for that.
Although i believe you are correct I hope that its not the case, i can't survive another pack full of RNG.
