Sounds like the game is using an Intel HD IGP with older drivers.
Update your drivers:
https://downloadcenter.intel.com/default.aspx
If you have a dedicated GPU in your computer, it likely isn't using it.
If all you have is the Intel HD, you will want to play game with Lowest settings and a reduced resolution (1366x768 or lower). If it's an HD4000 or below the game just isn't going to work very good in the frame rate department. If it's like an HD4600 it might be pretty decent in a moderate sense.
