Some of these settings likely do nothing at all... some seem to work in PvZ though. Might try changing value of ForceRenderAhead to test (0-8) (default I think is 2 or 3 but I have no real clue)
Open Notepad.

Go to Windows power profile. Change the Intel IGP setting (at the bottom) to Max Performance while plugged in (default isn't likely Max).
Plug the laptop into the wall while playing.

All of that probably won't improve the FPS a lot however. I haven't tested a mobileHD3000 but I have a mobileHD4000. I don't think you'll ever get smooth gameplay out of it sadly.
