This seems to be an Error with RAW mouse input. Had this one with Battlefield too.
Append
GstInput.MouseRawInput 0
to the file "%USERPROFILE%\Documents\PVZ Garden Warfare\settings\PROF_SAVE_profile".
This lets you move the cursor, but mouse clicks are not recognized....
