It looks like your CPU and GPU are a bit under the Minimum Specs for this game.

However, did you happen to take a look at the System Specs Link that I sent you for Battle for Neighborville?
I would check your Hardware against this list, your CPU and GPU might be under the minimum requirements, which can cause issues.

Hello, I am using the AMD Phenom(tm) II X6 1090T Processor with 3.20 GHz could it be the problem the game doesn't start ?
If your Processor is under the Minimum Specs for Battle For Neighborville, it can cause issues like I mentioned above.
