I start PVZ2 with no friends. I get friends as I play along :
a. At beginning phase: I played as sunflower and scientist and actively healing and revive other players. Few players usually get happy being heal and revive (especially if you keep reviving even though being shot, it show you've big heart and care). They might show appreciation by dancing/gesture then you can start teaming up during the game. If they think you're good pair/buddies, you can send friend request and most likely they will accept. Note: Some players were too busy with battle and just back into a fight after revive, don't get offended, just keep doing it. At some point he/she will recognize you as the one always reviving him/her and you can be friends.
b. At more advanced phase: I play a lot as Chomper and swallow a lot of zombies. I also play as scientist but more aggressive and get a lot kills instead of revives. Some players might fight back and haunt you down. If you can prove you're a good player, have a great/balance battle and get mutual respect, you can start a chat and say thanks for "good battles". If mutual respect is there, they "might" accept your friend request. I added a lot of good(high rank) players as friends this way.
c. Boss hunt. It's hard to find good patners in boss hunt. Once you find good team, never let them go. Send friend request after successfully finish it. Take a screen shot just to make sure you don't miss their username.
Note:
I mostly forgot the friends during beginning phase. I barely recognize their username now. But I remember friends during advance phase (and boss hunt) since I had good fight with him and mutual respect is there and we play a lot together since then (join their game or invite them to your backyard). That how you build the bonding stronger.

Similar experience. When I started, I'd friend anyone who seemed like a decent player in garden ops because it was often difficult to find a full game on easy. Now my list is cluttered with dozens of people of whom I have no idea who they are (I'm not sure I constructed that sentence properly, but won't sit here for 10 minutes figuring it out).
