That error message usually means that your system doesn't meet the minimum requirements for the game - http://help.ea.com/za/article/plants-vs-zombies-gw2-system-requirements/

It sounds like you have an onboard Intel graphics card which wouldn't run the game. If you post up a dxdiag using these instructions we can take a look to know for sure.
