EA StaffQuests only reset after 48 hours.
If you finish them within on the first day, the second day will remain a blank quest board. You do not have to be logged out for it to refresh.
The timer is only 24 hour so it is rather confusing but this is of course a bug.
Also, to add some feedback to this post, 48 hours is a really long time for quests to reset. I have enjoyed my time with the game so far but don't really have an incentive to come back every day. I generally like to jump on and play till I run out of stars as enchanted gardens/graves are great for a boost in income but once I run out I tend to lose interest. This comes from a casual mainly solo player who will probably start grouping up with people once voice chat actually works.
