Legendary hats don't actually give your character any boost or advantage; what they do is "celebrate" when you vanquish an opponent Hero or Boss, basically anything other than a Browncoat, Weed, Pot or Bot.
When you vanquish a Hero or Boss a Legendary hat will usually animate in some manner- RGB Cats for the Citron will meow, and the Disco Bot for the Imp will send up a flashing disco ball and play a quick disco beat.
Whether or not that is "worth" the cost depends mostly on how badly you want to complete your Sticker Book.
